They determine a general orientation and have an effect on the attitudes and behaviors of individuals and groups within the organization. The organizational culture therefore creates the backdrop against which the employees work.

A culture cannot be dictated from above. However, it is possible to have a formative influence on the development of the organizational culture. The goal is to align the organizational culture with the strategy and to make the organization more effective in the long run. This entails knowing what one’s own culture is actually like and knowing exactly what kind of change is strived for.
